Participating families are certified for new and ongoing e|iAibi|itv <br /> annually, although changes in eligibility circumstances may require re-assessment at additional <br /> times within a year. Once a family is enro||ed, contracts are written for child care payment with <br /> the child care facility selected by the family. Unless a change in facility is requested or required <br /> (due to a child's reaching a maximum age for the facility) the contract for care at the selected <br /> child care facility is effective for the duration of the family's annual scholarship eligibility. <br /> Payment for child care is issued on a monthly basis directly to the child care facility based on <br /> documentation of child attendance submitted to CCSA by the child care program. <br /> As CCSA's Child Care Scholarship program is an ongoing proQrarn, implementation of new <br /> services based on funding from the County and Towns would be immediate. <br /> i) Why is funding this program a good investment for the community? How does funding this <br /> program add value to the community? (250 words OR LESS) <br /> Supporting CCSA's Child Care Scholarship program is a dual pronged strategy that addresses <br /> Orange County's educational goals for children and economic self-sufficiency and well-being goals <br /> for families. A wealth of evidence-based programs and longitudinal research studies (Carolina <br /> Abecedarian Project, Perry Preschool Project, Chicago Child-Parent Centers) document the <br /> consistent link between high quality child care and improved co0nitive, mnadennic, and social skills for <br /> chi|dren, with gains maintained into adulthood, and the greatest impact on children in low-income <br /> families. Child care also helps families sustain their participation in the workforce, reduce <br /> dependency on public asaiatance, and move out of poverty. Studies have found that the availability <br /> of stable child care can significantly decrease employee absenteeism and reduce employee <br /> turnover", and when low-income families receive assistance with child care, they are more likely to <br /> enter and remain in the workforce and work more hours. » <br /> CCSA's Scholarship program also offers an important alternative to child care financial <br /> assistance than that offered by the state child care subsidy system operated by OCDSS.
