Child <br /> cana, however, costs more than most families can afford. The average annual cost for child care <br /> in Orange County for an infant in a 5-star center is over $15,200.2 This represents over 37% of <br /> the gross earnings of a family of three who just exceeds the income-eligibility guidelines for state <br /> subsidy assistance. Over 1.5OO (19Y6) children under the age mf8 and over 1.4UU (1496) <br /> children 6-12 years old in Orange County live below federal poverty guidelines, and'over'G.2OO <br /> (34%) children birth to 12 live in low-income families (i.e., at or below 200 percent of the federal <br /> poverty level and income-eligible for child care subsidies).3 <br /> The ability of the Orange County Department of Social Services (OCDSS) to meet the child care <br /> needs of these families is limited both by resources and policy guidelines. Available historical <br /> data from the state indicates that Orange County has typically served less than 25% of eligible <br /> children with subsidy assistance,* Waiting lists for OCDSS child care assistance fluctuat <br /> widely, as records are periodically purged, hmvvewer, waitlist numbers within the past five years <br /> have reached a height of over 400 children5 and CCSA's own waiting list for child care <br /> scholarships in Orange County currently exceeds 400 children.6 <br /> f) Who is your target population of individuals to benefit from this program and how will they be <br /> identified and connected with the program? <br /> The CCSA Child Care Scholarship program will serve approximately 120 chi|dnen, birth to 12 <br /> years old, from low-income families who live or work in {)range County. Families must meet <br /> income-eligibility guidelines based on median income levels for Orange County (as opposed to <br /> the state median income guidelines used by DSS). Families are required to be working, looking <br /> for work, or attending school or job training programs. <br /> Families are awarded scholarships based on greatest need (i.e., lowest income). Enrollment <br /> priorities include homeless families, teen porents, and children with special needs. Due to the <br /> braiding of other funding, priorities for enrollment also include affiliation with the University of <br /> North Carolina at Chapel Hill, and residency in the Family Success Alliance priority Zones, <br /> Families are identified for services through screening by CCSA education and referral counselors <br /> who speak daily with families seeking child care information and assistance. Families are also <br /> referred by community agencies and partners. <br /> g) Describe the credentials of the program manager and other key staff. (Ex.
