ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: April 18, 2006 <br />Action Age a <br />Item No. d <br />SUBJECT: Approval of Lease Agreements with Caring Family Network, Inc. <br />DEPARTMENT: County Manager <br />PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Public Works Memo to OPC <br />INFORMATION CONTACT: <br />Pam Jones, Central Services and <br />Purchasing, 245-2650 <br />Gwen Harvey, Assistant County <br />Manager, 245-2300 <br />Judy Truitt, Area Director, OPC, 913- <br />4000 <br />PURPOSE: To approve entering into lease agreements with the Caring Family Network, Ina., <br />the nonprofit selected by the OPC/LME Board to assume managerial and operational <br />responsibilities far Orange-Person-Chatham Mental Health (OPC) programs presently housed <br />within County facilities, with a targeted effective date of May 1, 2006, <br />BACKGROUND: As part of direct service divestiture, the OPC/LME Board authorized entering <br />into a contract with the Caring Family Network, Ina. to assume managerial and operational <br />responsibilities for OPC programs and services currently hotased within the Whiffed Building <br />(Family Counseling Center) in Hillsborough and Northside (Adult and Child Clinics) in Chapel <br />Hill. <br />OPC has historically delivered services to the community through these facilities and the County <br />is not known to have charged OPC rent or separate utility costs. The County and OPC have <br />delineated cost arrangements for certain other items such as grounds care (County) and <br />telephone system (OPC). (See attachment.) <br />Caring Family Network, Inc, (CFN), a private, nonprofit organization, is a network of agencies <br />that provides residential treatment, outpatient therapy, and community-based services <br />throughout the southeast, Regional offices are based in Durham, Fayetteville, and Greensboro. <br />In keeping with the goal of orderly transition and "transparency" of business transfer far OPC <br />consumers, the County met with CFN representatives and OPC staff to review and confirm <br />space requirements at divestiture, and to draft lease agreements that would grant CFN the <br />same considerations as historically provided to OPC, CFN space needs will remain identical to <br />those held by OPC at both the Whiffed and Northside, and have been advised that there is no <br />opportunity for expansion or additional space at the Whiffed Building, <br />
