Truitt, Area Director <br />CC: John Link Gwen Harvey <br />Date: 4/5/2006 <br />Re: Request to Release One-Time Supplemental Funding to OPC-LME to <br />Facilitate Divestiture of SPMI ACTT Services <br />OPC Area Program/LME has completed negotiations with Lutheran Family Services <br />to assume operational management for OPC's Assertive Community Treatment <br />Team (ACTT) program. ACTT services are provided to individuals with severe and <br />persistent mental illness (SPMI) and are clinical, rehabilitative, and supportive in <br />nature. ACTT is provided in a team approach, and services grow out of a therapeutic <br />relationship developed between staff and consumers. The range of service <br />modalities provided by this ACT Team includes: psychiatric assessment and <br />evaluation; medication management; medication administration; crisis response <br />services; cognitive-behavioral and supportive psychotherapies; substance abuse <br />counseling and dual-diagnosis treatment; social skills training; case <br />management/community support services; supported employment; after hours on- <br />call services; structured recreational opportunities; and transportation. The actual <br />transfer of management responsibility to Lutheran Family Services occurred on April <br />t , 2006. <br />In an effort to assure successful transition of OPC's service programs in Orange <br />County, the BOCC and OPC Area/LME Boards agreed to provide bridge funding for <br />programs in Orange County equal to one month operating expenses. SPMI ACTT <br />covers all three counties in the OPC catchment area, so the proportionate one-month <br />operating expense in Orange County would be $22,000. As part of the budget <br />planning process far FY06-07, OPC Area/LME Boards approved the use of <br />continuation of effort monies already provided to OPC from the counties and staff set <br />• Page 1 <br />
