Mgr, 245 -2307 <br />Judy Truitt, OPC/LME Director, 913-4037 <br />PURPOSE: To authorize the release of a one-time County supplemental appropriation in the <br />amount of $13,467 to OPC/LME to facilitate the divestiture (transfer) of Severe and Persistent <br />Mental Illness (SPMI) Assertive Community Treatment Team (ACTT) services to Lutheran <br />Family Services (actual transfer of management responsibility took place on April 1, 2006..). <br />BACKGROUND: In its budget work session on June 16, 2005, the BOGC received an update <br />from County and OPC/LME staff on the projected need on a program by program basis for one- <br />time supplemental "bridge" funding (in the approximate amount of one-month's operating <br />expense) to help facilitate the divestiture of Orange-Person Chatham Mental Health (OPC) <br />programs serving Orange County residents as provided under the approved business plan for <br />mental health reform. <br />Attachment 1 is a copy of the Program Transition Worksheet that accompanied this item with <br />the June budget work session agenda. Based on OPC/LME calculations and overall request for <br />supplemental assistance, the County anticipated the need to reserve up to $22,000 for the <br />planned divestiture (transfer) of SPMI ACTT services within FY 2005-06. <br />SPMI ACTT is a cluster of clinical, rehabilitative, and supportive services delivered through a <br />team that is able to facilitate psychiatric assessment and evaluation, medication management, <br />medication administration, crisis response, supported employment, structural recreational <br />opportunities, transportation, and other elements tailored to individual client needs. <br />Following extensive review of a comprehensive business development plan and <br />recommendation from OPC management, the OPC/LME Board authorized negotiation of a <br />contract award to Lutheran Family Services of the Carolinas.
