12 <br /> Determine Whether the Mountains-to-Sea Trail May Be Located on OWASA Property <br /> August 19, 2016 <br /> Page 5 <br /> PATH FORWARD <br /> Attachment 6 contains the path forward to complete locating the MST on OWASA land. <br /> PUBLIC NOTICE <br /> A public notice of this Board meeting was mailed to over 100 landowners who have property <br /> adjacent to OWASA land near Cane Creek Reservoir on August 2, 2016. In addition, the notice <br /> was emailed to others who attended the June 23, 2016 Board of Directors meeting or have <br /> expressed interest in the MST or recreation on OWASA property. Finally, a news release was <br /> completed on August 11, 2016. To date, we have received comments from 28 residents <br /> (Attachment 7). <br /> STAFF RECOMMENDATION <br /> A natural trail for hiking only that is at least fifty (50) feet from Cane Creek Reservoir will have <br /> minimal impacts on water quality, and our property. The Conditions for Use of OWASA Land <br /> for the Mountains-to-Sea Trail further defines the general criteria outlined by the Board of <br /> Directors in its December 2009 letter to the BOCC to ensure potential risks are minimized. A <br /> well written interlocal agreement or other document which assigns specific responsibilities to the <br /> County or its designee,in addition to clear trail signage outlining the posted rules and <br /> appropriate contact information, will enhance adherence to these conditions and reduce <br /> OWASA's burden to enforce them. <br /> Staff and Counsel recommend that the Board adopt the Resolution Approving Conditions for <br /> Use of OWASA Land for the Mountains-to-Sea Trail along with any amendments suggested by <br /> the Board(Attachment 8). <br /> gdim C <br /> > . <br /> Ruth C.
