7 <br />The TRACS service area is divided into four zones to focus the geographic scope of <br />services. These service zones were designed to match regional centers established by <br />Wake County as part of a regional approach to providing services due to the County's <br />large size. The ability of customers to take hips across zone boundaries is considered a <br />way to bridge certain gaps in the urban/regional fixed route public transportation systems, <br />Issues and Opportunities <br />To fully consider the issues and opportunities the following evaluation criteria were <br />developed, along with corresponding issues: <br />Table 1: Evaluation Criteria <br />Criteria 'Issues <br /> • Service quality <br />Customers Access to service <br /> • Eligibility and opportunity for use <br /> • Flexibili[ <br />Operations Duplicative functions <br /> • Effect on service levels <br />Cost/Funding Federal, state and local investment <br /> • Cost structure (in-house vs. contracted <br />Institutional/Regulatory L.egislativc impacts <br /> • Institutional im acts <br />Implementation Peaslbillty Barriers (institutional and operational) <br /> • Re ionalconsensus <br />Although some of these criteria may have overlaps, for example operational tasks such as <br />scheduling also impact customers, this list appeared to provide a variety of perspectives <br />that could assist in the development of coordination/consolidation evaluations. <br />In addition, once the above evaluation criteria were reviewed, the strengths, weaknesses, <br />opportunities and threats of the various current and potential future alternatives were <br />compared using those evaluation criteria. <br />Development of Service Design Alternatives <br />Three alternatives, one maintaining the existing infrastructure and two using TTA, were <br />developed through the course of the study. These alternatives emerged through a <br />discussion of specific as well as more general benefits which are linked to developing a <br />regional approach to the community transportation program.. <br />Alternative 1 -Moderate Coordination <br />Alternative 2 -Moderate Consolidation <br />Alternative 3 -Consolidation <br />With regard to the staffing requirements of the three alternatives, the team selected one <br />view of each alternative and carried that to conclusion.
