ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: April 18, 2006 <br />Action Agen~d~ag <br />Item No. _~~_ <br />SUBJECT: Authorization of the RSVP (Retired and Senior Volunteer Program) 3 Year <br />Renewal Application and Agreement <br />DEPARTMENT: Aging <br />PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />(1) RSVP Resolution for Submission (1-3) <br />(2) Final Application (Pg. 4-51) <br />(3) Pro Forma Grant Award Notice (pg 51-55) <br />INFORMATION CONTACT: <br />Jerry Passmore, 245-2009 <br />Kathy Porter, 968-2054 <br />PURPOSE: To consider approving an application fora 3-year renewal of federal grant funding for <br />RSVP; request approval of the RSVP (Retired and Senior Volunteer Program) final application; <br />and enter into an agreement with Corporation for National and Community Service for the period <br />July 1, 2006 through June 30, 2009 in the amount of $180,753 ($60,251 per year) in federal funds. <br />This is an increase of 1.35% over the current federal grant level far FY05/06 ($59,448). <br />BACKGROUND: This is a 3-year Application for Federal Assistance covering volunteer services <br />provided by 575 retirees serving approximately 65,000 hours through non-profit organizations in <br />Orange County each year. The federal sponsor has honored long running, high quality <br />Corporation for National and Community Service programs by allowing them to submit a 3-year <br />federal funding application. This has been done in order to save time for staff and sponsor by <br />deleting much of the paperwork required in the annual application. RSVP will acntinue to work <br />under cone-year budget plan. It will be necessary for RSVP to submit annualized budget revisions <br />to the federal sponsor to show changes in either the federal or local funding levels, Local funding <br />requirements continue as before based on the annual Orange County budgeting process. The <br />RSVP objectives will include recruiting, placing, and recognizing these volunteers, RSVP will also <br />provide the non-profit agencies support and training in the area of volunteer management. RSVP <br />has developed a 3-year work plan, RSVP will also strive to identify community needs and provide <br />volunteer programming and management targeting these needs. <br />FINANCIAL IMPACT: A minimal increase in County funds may be required for staff merits and <br />cost of living adjuustments. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the RSVP <br />resolution, 3-year application, and agreement and authorize Chair to sign application and Notice of <br />Grant Award when received with the understanding that the 3-year application does not affect the <br />Orange County annual budgeting process and can be terminated at any time based on <br />Corporation for National and Community Service handbook guidelines providing for advance <br />notice in order to find another local sponsor, <br />
