35 <br /> David Stancil said the centers will set up their own structure for reservations and rentals <br /> allowed during the period of time they control the center, and outside of that it will work through <br /> the County fee schedule and facilities use policy. <br /> Commissioner Jacobs asked if the County will pay fees during the time that the centers <br /> are in control. <br /> David Stancil said the agreement does not speak to that, and some County <br /> departments have used the centers for meetings. He said it would be up to the associations to <br /> determine whether that was allowable or not, during their operating hours. <br /> PUBLIC COMMENT: <br /> Elvira Mebane said she is President of United Voices of Efland Cheeks, and she <br /> thanked the BOCC for allowing the staff to work with them to get this done. <br /> Commissioner McKee said the thank yous go both ways, and the Efland Cheeks and <br /> Cedar Grove associations pulled together and accomplished a lot in a short period of time. <br /> Commissioner Jacobs said he wanted to compliment both community groups, the <br /> Manager and David Stancil for creating a system that provides greater autonomy, funding for <br /> each group, and allows the groups to take ownership of these facilities that are an integral part <br /> of their communities. He said he hopes there can be a tacit agreement between the County <br /> and the centers, where the County will not ask to use the centers during prime times, and in <br /> turn the centers will not charge the County a fee for usage. <br /> A motion was made by Commissioner Price, seconded by Commissioner Jacobs for the <br /> Board to approve the Operations Agreements for 1) the Cedar Grove Community Center, with <br /> Cedar Grove Neighborhood Association, and 2) the Efland Cheeks Community Center, with <br /> United Voices of Efland Cheeks. Since the actual date of transfer of operations for the centers <br /> is projected to occur on August 1, 2017 or a date to be determined but before September 5, <br /> 2017, it is also recommended that the Board authorize the County Manager to execute the <br /> Operations Agreements to formally transfer center operations for the two centers on a <br /> mutually-agreed upon date by the County and the respective neighborhood associations, if <br /> necessary, prior to September 5, 2017. <br /> VOTE: UNANIMOUS <br /> 7.
