10. County Attorney's Report
John Roberts said last night HB 406, targeting Orange County's impact fee authority,
moved from the Senate Rules Committee to the Finance Committee. He said Senate Bill 615—
2017 Farm Act—was amended yesterday, and one of the provisions is a clarification of the law
related to agri-tourism. He said the current law may imply that facilities that host events are
exempt, if they are conducted on a farm; but this amendment specifically states that any
building that is located on a farm and meets those criteria is exempt from local regulations if it
hosts events, weddings, meals, etc. He said it is very broad language, and there is currently
litigation in Orange County about this. He encouraged concerned residents to contact state
legislators.
