In the Hillsborough EDD Area, the adopted map was based on a catchment basin <br /> analysis completed by staff and involved several acres that are currently designated "Rural <br /> Buffer" on either the Zoning Atlas or Future Land Use Map (the Rural Buffer boundary on these <br /> two separate maps do not perfectly align, likely due to relatively small differences in hand-drawn <br /> maps that were digitized in the 1990s; see map in Attachment 2 for a visual depiction of this <br /> issue). Potential amendments to land use maps (joint planning and County-only) and zoning <br /> were to be brought forward later this year to consider aligning boundaries with the "Primary <br /> Service Area." <br /> Because of concerns regarding the subsequent land use and zoning map amendments, staff <br /> prepared a revised map after the May 2 meeting to remove any area that is currently <br /> designated Rural Buffer (on either the zoning or land use maps) from consideration as <br /> "Primary Service Area". The map included in Attachment 1 shows the extent of lands (84.16 <br /> acres) that are currently designated "Hillsborough Long-Term Interest Area" but are proposed to <br /> be designated "Hillsborough Primary Service Area." Additionally, language has been added to <br /> the Resolution that would have the effective date of the amendments pertaining to the <br /> Hillsborough EDD Area coincide with joint land use plan amendments that are expected to be <br /> considered in the fall. <br /> The map related to amendments in the Town of Carrboro's ETJ (Extraterritorial Jurisdiction) <br /> adjacent to Smith Level Road remains unchanged from the version approved by the BOCC on <br /> May 2. <br /> All signatory parties to the Agreement must approve the amendments before they are effective. <br /> Proposed dates for adoption consideration are: <br />
