11 <br /> Annette Moore, Housing Director, reviewed the background information. <br /> A motion was made by Commissioner McKee, seconded by Commissioner Rich for the <br /> Board to open the public hearing. <br /> VOTE: UNANIMOUS <br /> Commissioner Marcoplos said the federal government's allotment has steadily been <br /> decreasing, and asked if there is a reason for this, and where the federal funds are going. <br /> Annette Moore said she does not know why, but Orange County has been receiving <br /> smaller allocations each year. <br /> Commissioner Price said the HOME and Community Development Block Grant (CDBG) <br /> funds will be kept at the current level through 2017, and the May draft budget totally eliminates <br /> these funds for 2018. <br /> PUBLIC COMMENT: <br /> NONE <br /> A motion was made by Commissioner Burroughs, seconded by Commissioner Price to <br /> close the public hearing. <br /> VOTE: UNANIMOUS <br /> A motion was made by Commissioner Burroughs, seconded by Commissioner McKee <br /> to: <br /> -Adopt a Resolution approving the FY 2017-2018 Consolidated Plan Annual Action Plan; <br /> -Adopt and authorize the Chair to sign a Resolution approving the proposed HOME <br /> Program Activities for 2017-2018; and <br /> -Authorize the Manager to implement the HOME Program Design as approved by the BOCC <br /> including the ability to execute agreements with partnering non-profit organizations after <br /> consultation with the County Attorney. <br /> VOTE: UNANIMOUS <br /> 6. Regular Agenda <br /> a. Amendments to the Water and Sewer Management, Planning, and Boundary <br /> Agreement <br /> The Board considered adopting a revised amendment to the Water and Sewer <br /> Management, Planning, and Boundary Agreement (WASMPBA) map.
