ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: April 10, 2006 <br />Action Agenda <br />Item No. <br />SUBJECT: TDR Feasibility Study -Supplemental Scope of Services <br />DEPARTMENT: Planning and Inspections PUBLIC HEARING: (Y!N) No <br />ATTACHMENT(S): <br />Consultant Proposal Letter <br />April 4, 2006 Planning Memo <br />INFORMATION CONTACT: <br />Craig Benedict, 245-2592 <br />Glenn Bowles, 245-2577 <br />PURPOSE: To review the proposed Supplemental Scope of Services for the Transfer of <br />Development Right (TDR) Feasibility Study and consider approval of an amended professional <br />services contract with the Louis Berger Group, Inc. <br />BACKGROUND: On June 23, 2004, the BOCC authorized staff to review consultants for a <br />TDR Feasibility Study. In December 2004, the Louis Berger Group/UNC-Charlotte Urban <br />Institute was selected and the contract approved on March 1, 2005, A TDR Task Force was <br />created and the consultant began their analysis. <br />The contract approved was for $39,100, and provided for: <br />• 6 staff meetings, <br />• 4 Task Force meetings, and <br />• 2 public meetings. <br />To date: <br />• 3 staff meetings have occurred, and <br />• All 4 Task Farce meetings have occurred, and a fifth meeting was added and held April 4 <br />to stay on schedule. <br />However, the Task Force has requested further information and review regarding: <br />• Scenarios scoring models for the TDR sending and receiving areas, <br />Economic model development, and <br />• Assemblage of different policy options. <br />The staff and consultant are proposing a supplement to the TDR contract to accomplish the <br />goals of the Task Force. <br />
