:1 <br />Excerpt from Draft Minutes <br />April 5, 2006 <br />#9 Partnership Academy Alternative School for Orange County lClass A Special Use <br />Permit] <br />.Jay Bryan: We have reviewed this plan twice before, <br />Eddie Kirk. This is a handout, which is a letter from the Orange County Schools regarding <br />deleting Phase 2. There was concern addressed at the Public Hearing about the impact of Phase <br />2 on the Stoney Creek subdivision. <br />Judith Wegner: If possible, I would like to abstain from any vote on this matter, since I am new <br />to the Board and was not present at the previous meetings or Public Hearing when this was <br />discussed. <br />Jay Bryan: I'll check the Rules of Procedure to see if this is allowable. <br />Eddie Kirk New site plans were submitted for the Alternative School. There were three main <br />areas of comment addressed at the Public Hearing, focusing on improvements planned for a later <br />phase. The letter addresses the first concern. Storey Lane is a public road, and since there is a <br />stub out on Graystone Lane in the Stoney Creek subdivision, this could connect in the future <br />with the stub -out on this property. Lastly, the BOCC determined that the school is a public <br />necessity. The agenda item went back to the BOCC on March 21, and they decided to keep the <br />Public Hearing open until April 10 to get more information and hear the Planning Board's <br />recommendation. The BOCC has referred it back to the Planning Board for its formal <br />recommendation at this time. Staff s recommendation is found on page 6 of your abstract. It <br />includes the same recommendations, except the last sentence on #5 has been deleted since there <br />is no Phase 2 at this time. There are also two new conditions, #11 and #12, which were added <br />from the Public Hearing. #11 provides for a sidewalk from the school to NC 86- #12 requires <br />that the school system survey, dedicate and convey on the deed sufficient additional right -of -way <br />for future realignment of Storey Lane with Stoney Creek, and if realignment is required in a <br />future phase, it will be reviewed at that time. <br />Brian Dobyns: Why is a sidewalk to NC 86 being suggested? <br />Eddie Kirk: It world provide walking access to NC 86 if needed. <br />.Judith Wegner: Isn't that a risk for the kids? <br />Eddie Kirk It gives an alternative to walking on Storey Lane. <br />Sandra Quinn: Doesn't that encourage people to drop off their kids at NC 86? <br />Sam Last is: What we heard previously was that all kids would be bussed to this school. It was a <br />requirement. No one will be driving their kids to this school <br />
