8 <br /> 1 Commissioner Marcoplos said there is someone in the audience that can speak on the <br /> 2 measurement piece, to which Commissioner McKee referred. <br /> 3 John Runkle said he is a counsel for NC Warn, and he said the reason it needs to go to <br /> 4 the Governor is because he has strong executive powers. He said the Governor has already <br /> 5 kept North Carolina in the Paris Climate Accord, and it is recommended that he conduct a <br /> 6 green ribbon panel to study how to measure the difference between the fracked and non- <br /> 7 fracked gas. He said there is also a great deal that the agencies can do, so even if it cannot be <br /> 8 measured the sources can be identified. He said the Governor would have to develop a <br /> 9 process to move forward with this, and it is a real emergency. <br /> 10 Commissioner Marcoplos said economics are always a factor in discussions like these, <br /> 11 and it is becoming clear that the most costly thing that can be done is doing nothing at all. He <br /> 12 said the impact of energy must be lowered. <br /> 13 <br /> 14 VOTE: Ayes, 6; Nays, 1 (Commissioner McKee) <br /> 15 <br /> 16 a. Animal Services Advisory Board —Appointments <br /> 17 The Board will consider making appointments to the Animal Services Advisory Board. <br /> 18 <br /> 19 A motion was made by Commissioner Jacobs, seconded by Commissioner Rich to <br /> 20 appoint the following to the Animal Services Advisory Board: <br /> 21 <br /> 22 <br /> 23 • Appointment to a third full term (Position #1) "Veterinarian from the Health Board" <br /> 24 representative for Dr. Susan Elmore expiring 06/30/2020. (This position was changed <br /> 25 to a 3-term position during the June 6, 2017 by the BOCC by approval of a change <br /> 26 in the By-Laws of the Animal Services Advisory Board). <br /> 27 • Appointment to a partial term (Position #4) "Town of Chapel Hill" representative for <br /> 28 Heather Payne expiring 06/30/2018. <br /> 29 • Appointment to a first full term (Position #8) "Non-Municipality" representative for Diane <br /> 30 Fentress Obeid expiring 06/30/2020. <br /> 31 • Appointment to a second full term (Position #10) "Animal Welfare/Animal Advocacy" <br /> 32 representative for Dr. Maureane Hoffman expiring 06/30/2020. <br /> 33 • Appointment to a second full term (Position #11) "Animal Welfare/Animal Advocacy" <br /> 34 representative for Dr. Molly Mullin expiring 06/30/2020. <br /> 35 <br /> 36 VOTE: UNANIMOUS <br /> 37 <br /> 38 5. Public Hearing and Adoption of Bond Order and Resolution Related to $5.9 Million <br /> 41 Two-Thirds School Bonds <br /> 42 The Board conducted a public hearing as outlined in the two-thirds bond authorization <br /> 43 schedule and adopted the bond order and resolution to publish the bond order. The bond order <br /> 44 authorizes the issuance of two-thirds General Obligation Bonds in an amount not to exceed <br /> 45 $5.9 million to support school facilities, and the bonds replace the General Fund pay-as-you-go <br /> 46 funding in FY 2017-18 and a portion in FY 2018-19, as reflected in the Capital Investment Plan <br /> 47 (CIP). <br /> 48 Gary Donaldson, Chief Financial Officer, reviewed the background information: <br /> 49 <br /> 50 BACKGROUND: <br />
