15 <br /> 1 <br /> 2 2) County Employee Pay and Benefits Plan <br /> 3 <br /> 4 Provide a County employee pay and benefits plan that includes: <br /> 5 <br /> 6 a. A total wage increase of 2.0% for all permanent employees hired on or before June 30, <br /> 7 2016, effective July 1, 2017. The maximum salary of each salary range shall also be <br /> 8 increased to accommodate the wage adjustment. <br /> 9 b. Meritorious Service Awards — recommends three levels as one-time performance <br /> 10 bonuses, effective with employee Work Planning and Performance Review (WPPR) <br /> 11 dates from July 1, 2017 to June 30, 2018: <br /> 12 o $500 — proficient performance <br /> 13 o $750 — superior performance <br /> 14 o $1,000 —exceptional performance <br /> 15 c. Compression Reduction Program — a total of $250,000 for salary compression <br /> 16 adjustments to affected employees, effective July 1, 2017. <br /> 17 d. A Living Wage increase from $13.15/hour to $13.75/hour, for all regular and temporary <br /> 18 County employees. <br /> 19 e. Continue the $27.50 per pay period County contribution to non-law enforcement <br /> 20 employees' supplemental retirement accounts and the County matching employees' <br /> 21 contributions up to $63.00 semi-monthly (for a maximum annual County contribution of <br /> 22 $1,512) for all general (non-sworn law enforcement officer) employees, and continue the <br /> 23 mandated Law Enforcement Officer contribution of 5.0% of salary; and continue the <br /> 24 County's required contribution to the Local Governmental Employees' Retirement <br /> 25 System (LGERS) for all permanent employees. <br /> 26 f. Continue funding the Traditional and High Deductible Health Plans for employees and <br /> 27 pre-65 retirees with no changes to employee premiums for FY2017-18. <br /> 28 g. Include in the current health plan design trans-inclusive health care coverage, effective <br /> 29 July 1, 2017. <br /> 30 h. Provide prescription coverage with a Pharmacy Benefits Manager, effective July 1, <br /> 31 2017, for all regular and temporary County employees. <br /> 32 i. Continue funding the Dental Program for employees and pre-65 retirees with no <br /> 33 changes to employee premiums for FY2017-18. <br /> 34 j. An additional eight hours of annual leave to be awarded at an employee's anniversary <br /> 35 date, prorated for part-time employees. <br /> 36 k. Implement a six-week paid paternal leave policy, effective July 1, 2017. <br /> 37 I. Continue the voluntary furlough program. <br /> 38 m. Directs the Human Resources Department to develop an implementation plan during <br /> 39 FY2017-18 to increase the living wage for permanent employees only (this does not <br /> 40 included temporary employees) to $15.00/hour. <br /> 41 <br /> 42 <br /> 43 3) Modifications to County Manager's FY2017-18 Recommended Annual Operating <br /> 44 Budget <br /> 45 The following modifications to the County Manager's Recommended Budget are made <br /> Adjustments to the Manager's Recommended FY2017-18 Budget <br /> On June 16, 2017, the Board of County Commissioners approved the following changes to the Manager's <br /> Recommended annual operating budget for the 2017-18 fiscal year.
