11 <br /> 1 School Projects: <br /> 2 • Durham Technical Community College (Orange County Campus) <br /> 3 • As mentioned in the June 13, 2017 Budget Work Session abstract, adjustments have <br /> 4 been made to the School Capital Projects in regards to the FY 2017-18 budgeted ADM <br /> 5 percentages, as well as budgeted Article 46 Sales Tax proceeds, to be consistent with <br /> 6 the FY 2017-18 Manager's Recommended Operating Budget. <br /> 7 <br /> 8 Water and Sewer Projects: <br /> 9 • Buckhorn EDD — Efland Sewer to Mebane, Phase 2 Extension <br /> 10 <br /> 11 A motion was made by Commissioner Rich, seconded by Commissioner Burroughs to <br /> 12 accept the FY2017-22 Capital Investment Plan and Approve the Intent to Adopt Capital Funding <br /> 13 for FY2017-18 on coral sheet. <br /> 14 <br /> 15 VOTE: UNANIMOUS <br /> 16 <br /> 17 3. FY2017-18 Annual Operating Budget Decision Items <br /> 18 <br /> 19 Paul Laughton said that which the BOCC decides now will determine what staff puts in <br /> 20 the resolution of intent to adopt. He said officially, approving the amendments for the operating <br /> 21 budget and a decision on funding for the CHCCS and OCS would be the next discussion. He <br /> 22 said in regards to the $2.1 million, the decision would be as to how to direct those funds. <br /> 23 Commissioner Burroughs asked if funds for the schools have to be directed. <br /> 24 Paul Laughton said it has to be done by purpose or function, which is normally by <br /> 25 current expense, that goes against the per pupil, or recurring capital. <br /> 26 Commissioner Jacobs asked if it has to be done this way. <br /> 27 Paul Laughton said there is some funding outside of those categories, such as nurses, <br /> 28 and school resource officers (SRO). <br /> 29 Commissioner Jacobs asked if the BOCC does not want to make a practice of spending <br /> 30 one-time funds, but is in fact spending one-time funds, can the BOCC make a line item of "one- <br /> 31 time funds." <br /> 32 Paul Laughton said that is at the discretion of the Board, and under the statutes it must <br /> 33 be by purpose or function, and he thinks Commissioner Jacobs' suggestion could be achieved <br /> 34 by "purpose". <br /> 35 Bonnie Hammersley said a precedent was set when the health and safety contracts <br /> 36 were completed, and she would recommend the Board do another purpose called "one-time <br /> 37 funding". <br /> 38 Commissioner Burroughs said she agrees that the Board can do this, and her only <br /> 39 caveat is that it is split by ADM. <br /> 40 <br /> 41 A motion was made by Commissioner Burroughs, seconded by Commissioner Jacobs <br /> 42 for the County to add a category called one-time funding, and split by ADM the amount of$2.1 <br /> 43 million to the schools. <br /> 44 <br /> 45 VOTE: UNANIMOUS <br /> 46 <br /> 47 Commissioner Marcoplos said he talked to some community members about SROs, and <br /> 48 whether this funding might be better spent on direct educational personnel or projects. He said <br /> 49 the Board received a letter from National Association for the Advancement of Colored People <br />
