10 <br /> 1 Commissioner Jacobs said he understood that the BOCC would receive a report in late <br /> 2 fall from Asset Management Services (AMS) about the various options. He said he agreed with <br /> 3 Commissioner McKee, and really wants to incorporate the wishes of the agricultural community. <br /> 4 He said he is inclined towards a new build, as it could be made specifically to suit the needs of <br /> 5 the community. He said he does not have a strong feeling regarding time, and would defer to <br /> 6 staff to make a plan that includes the agricultural community. <br /> 7 Chair Dorosin said he is strongly opposed to pushing the project back, as it has been <br /> 8 around for some time, and it is good to have time pressure to keep things moving. He said it is <br /> 9 his understanding that if the reports about alternative sites prove unhelpful, then the plan is to <br /> 10 proceed with the renovations at the current site, which included feedback from the agricultural <br /> 11 community. He said once reports are received in November, the community can be engaged if <br /> 12 necessary, and the plan can proceed or be pushed back as necessary. <br /> 13 Commissioner McKee said he will not make an issue of this right now, but he wants to <br /> 14 make sure that the agricultural community is engaged before the BOCC makes any decisions. <br /> 15 Chair Dorosin said if affordable housing is going to be considered, this should be <br /> 16 discussed in the fall as well. <br /> 17 Bonnie Hammersley said funds are not borrowed until staff is ready for requests for <br /> 18 proposals (RFP). She said staff will be sure to create a plan that includes the relevant <br /> 19 stakeholders. <br /> 20 Commissioner Rich asked if the Town of Hillsborough will continue to lay their fiber, or <br /> 21 will it hold off as well. <br /> 22 Travis Myren said the year one project will stay in the CIP, which is the partnership with <br /> 23 Hillsborough. He said there have been good preliminary discussions with the Town already. <br /> 24 Commissioner Price referred to the Southern Branch Library project, and said there is <br /> 25 nothing in year one. She asked if funds are being carried over from previous years. <br /> 26 Bonnie Hammersley said there are planning funds from previous years, and year 2 <br /> 27 reflects what Carrboro also has in their project.
