19 <br /> 1 and helps to support an existing neighborhood. He said he wants the greatest leverage for the <br /> 2 dollars, so that the most people possible are served. He would like to see some leveraging from <br /> 3 the Towns and/or private enterprise. <br /> 4 Commissioner McKee said he would prefer not to take funds from the other award <br /> 5 recipients, if the Board does decide to fund the second Empowerment project. <br /> 6 Commissioner Burroughs said this is an excellent start, and she is especially pleased <br /> 7 with the speed of the process. She said she liked the idea of having a de-briefing of the <br /> 8 process. She said she agrees with funding the second Empowerment project with funds from <br /> 9 the CIP. <br /> 10 Chair Dorosin said there are other things happening before the next draw down of the <br /> 11 bond funds, such as the County land parcels set aside for development, the funds set aside for <br /> 12 manufactured housing, etc. He said there is much work for the BOCC to do. <br /> 13 Bonnie Hammersley said staff did go to the Towns with the second Empowerment <br /> 14 project, and were unsuccessful. She said using previously set aside funds is probably the best <br /> 15 strategy, and staff will continue to work with the Towns. She said staff has been working on the <br /> 16 mobile home strategy with providers, and staff will probably have a draft to send to the Board <br /> 17 over the summer. <br /> 18 Commissioner McKee said he appreciated the Manager's comments. He said he would <br /> 19 reach out to the Town boards. <br /> 20 Commissioner Marcoplos asked if Hillsborough has an affordable housing fund. <br /> 21 The answer was no. <br /> 22 Commissioner Marcoplos said it would be worth talking to Hillsborough about this topic. <br /> 23 Susan Levy said Hillsborough does not have a fund, but is receiving a payment in lieu <br /> 24 fee from the Forrest Ridge development, which is being contributed to Habitat's Waterstone <br /> 25 development. <br /> 26 <br /> 27 A motion was made by Commissioner Price, seconded by Commissioner McKee for the <br /> 28 Board to accept the funding recommendations of the review committee, and also to fund the <br /> 29 Bynum St. project from Empowerment with CIP funds <br /> 30 <br /> 31 VOTE: UNANIMOUS <br /> 32 <br /> 33 A motion was made by Commissioner Price, seconded by Commissioner Burroughs to <br /> 34 authorize the County Manager to sign all necessary legal documents associated with the <br /> 35 affordable housing funding awards following approval by the County Attorney's Office, and to <br /> 36 add to an agenda in the fall a meeting to debrief about the evaluation process. <br /> 37 <br /> 38 VOTE: UNANIMOUS <br /> 39 <br /> 40 c. Request to Name the Emergency Services Building as the Philip "Nick" Waters <br /> 41 Center <br /> 42 The Board discussed naming the Emergency Services building at 510 Meadowlands <br /> 43 Drive in Hillsborough as the Philip "Nick" Waters Center. <br /> 44 Bonnie Hammersley reviewed the background information: <br /> 45 <br /> 46 BACKGROUND: <br /> 47 Philip "Nick" Waters was the Director of the Orange County Emergency Services Department <br /> 48 from 1988 to 2004. Mr. Waters passed away after a short battle with cancer on April 21, 2004. <br /> 49 The current Emergency Services Director, Dinah Jeffries, has requested that the Board of <br /> 50 Orange County Commissioners (BOCC) name the Emergency Services building at 510 <br />
