14
1 Chair Dorosin asked if Commissioner Marcoplos' comments about fixing discrepancies
2 could be part of those discussions.
3 Perdita Holtz said yes, but any discrepancies involving the rural buffer would also
4 eventually affect Carrboro and Chapel Hill.
5
6 A motion was made by Commissioner McKee, seconded by Commissioner Jacobs for
7 the Board to adopt the revised resolution amending the Water and Sewer Management,
8 Planning, and Boundary Agreement and will supersede the resolution from May 2.
9
10 Commissioner Rich asked if this motion also approves the forming of a committee.
11 Perdita Holtz said staff is still working out the process at this point, and she does not
12 have details yet. She said it does not have to be part of the motion.
13 Commissioner Rich said there should be discussion and a committee formed.
14 Craig Benedict, Planning Director, said the thought was to jump start it with Mayors and
15 Board Chairs and then go from there.
16 Commissioner Price said these discrepancies should be discussed and resolved.
17 Chair Dorosin said the Board previously discussed getting rid of this discrepancy, by
18 moving the line, and concerns about transparency and notification to landowners arose.
19 Craig Benedict said staff can talk about what the process should be over the summer.
20 He said there is a joint land use plan to the north with Hillsborough, and to the south with
21 Carrboro and Chapel Hill, and any changes result in an elaborate process.
22 Chair Dorosin said the point is that this represents a bad process, and it needs to be
23 fixed; and the process should be as simple and streamlined as possible.
24 Commissioner Marcoplos said this would be an opportunity to re-educate residents
25 about the rural buffer.
26
27 VOTE: UNANIMOUS
28
29 b.
