10 <br /> 1 WHEREAS, reducing carbon emissions and preparing for climate change will reduce illnesses <br /> 2 caused by air pollution, high heat, and extreme weather; and <br /> 3 WHEREAS, Orange County, North Carolina has reduced energy consumption by 15% per <br /> 4 square foot since 2012, has made a formal resolution to reduce carbon emissions by 80% by <br /> 5 2050 against 2005 levels, and has committed to move to 100% renewable energy by 2050, and <br /> 6 <br /> 7 WHEREAS, President Trump has committed to withdrawing the United States from the Paris <br /> 8 Agreement, thereby retreating from the commitment to limit global warming to below two degrees <br /> 9 Celsius; and <br /> 10 <br /> 11 WHEREAS, Orange County, North Carolina and other state and local governments must commit <br /> 12 to aggressive climate action in the absence of federal leadership, <br /> 13 <br /> 14 NOW, THEREFORE, BE IT RESOLVED, the Board of Orange County Commissioners hereby <br /> 15 commits to proportionally upholding the commitment made by the United States in the Paris <br /> 16 Agreement to reduce greenhouse gas emissions between 26 and 28 percent by 2025 from 2005 <br /> 17 levels <br /> 18 <br /> 19 This the 6th day of June 2017. <br /> 20 <br /> 21 Commissioner Rich thanked Brennen Bouma, Sustainability Coordinator, for his <br /> 22 assistance on the percentages. <br /> 23 <br /> 24 A motion was made by Commissioner Rich, seconded by Commissioner Jacobs to <br /> 25 adopt this resolution, and asked the Chair to sign. <br /> 26 <br /> 27 Commissioner Price asked to have this resolution sent to the North Carolina <br /> 28 Association of County Commissioners (NCACC), and encourage other counties to adopt similar <br /> 29 resolutions. <br /> 30 Donna Baker said she would forward it to the clerks in all 100 counties. <br /> 31 Commissioner Rich said she sent an email to the Board this evening that indicates all <br /> 32 State and local leadership, as well as businesses, who have signed on to uphold the Paris <br /> 33 Agreement. She said Chair Dorosin will sign it on behalf of the Board of County Commissioners <br /> 34 (BOCC). She asked if all Board members would read the email, and let Chair Dorosin know if <br /> 35 they agree with him signing on the Board's behalf. <br /> 36 <br /> 37 VOTE: UNANIMOUS <br /> 38 <br /> 39 5. Public Hearings <br /> 40 <br /> 41 a. Orange County Consolidated Plan —Annual Action Plan Update <br /> 42 The Board will consider: <br /> 43 <br /> 44 (1) Receiving comments from the public regarding the FY 2017 - 2018 Consolidated Plan — <br /> 45 Annual Action Plan for Housing and Community Development Programs in Orange County; <br /> 46 (2) Adopting a Resolution approving the FY 2017-2018 Consolidated Housing Plan —Annual <br /> 47 Action Plan; <br /> 48 (3) Adopting and authorizing the Chair to sign a Resolution approving the proposed HOME <br /> 49 Program Activities for 2017-2018; and <br />
