32
1 the date for actual transfer of operation to the associations, if it differs from the planned August
2 1 date and occurs prior to September 5, 2017. This scenario would also require some use of
3 the budgeted funds for the two associations, since the County does not have budgeted funds
4 for community center staff and operations after July 1.
5
6 FINANCIAL IMPACT: The financial impact of the operating agreements is that the County
7 commits to appropriating an amount of funding for each center as part of the annual County
8 budget. For FY 2017-18, this equates to $89,609 for the Cedar Grove Community Center and
9 $85,881 for the Efland Cheeks Community Center. Both of these amounts include $38,485 for
10 personnel (employees of CGNA and UVEC respectively, to be hired by the associations) and
11 $3,000 in recurring capital. The slight difference in operating costs ($3,728) for FY 2017-18 is
12 based on the difference in the requested budget and outside agency funding from the two
13 associations. A prorated portion of this amount would be used by the County for the month of
14 July 2017 if the associations do not take over operations until August 1.
15
16 For FY 2018-19 (and future years if renewed), UVEC and CGNA will work with County staff to
17 develop a budget proposal concurrently with the development of the County budget, which will
18 be forwarded to the County Manager for consideration in the creation of the Manager's
19 Recommended Budget for that year.
20
21 A budget amendment will be brought forward after the summer break to provide for the
22 revenues and associated costs for center rentals and reservations, which will be managed by
23 the County (with priority booking for the associations) and part of the County budget as in prior
24 years.
25
26 David Stancil made the following PowerPoint presentation:
27
28 Operations Agreements
29 Cedar Grove and Efland Cheeks Community Centers
30 June 20, 2017
31
32 Orange County Community Centers
33 Efland Cheeks Community Center (1992)
34 Rogers Road Community Center (2014)
35 Cedar Grove Community Center (2016)*
36 * Formerly Cedar Grove School (1950)
37
38 The Operations Agreements
39 Based on RENA Agreement from 2014
40 RENA Agreement continues through 2019 (separate consent agenda item — update)
41 New Agreements - neighborhood associations:
42 United Voices of Efland-Cheeks
43 Cedar Grove Neighborhood Association
44
45 Efland Cheeks Summer Enrichment 2016 (photo)
46
47 Major Provisions of the Agreements
48 • Two-year terms, renewable
49 • Detail use and operation expectations
50 • Insurance, volunteer and access
