25 <br /> 1 Section XVI. Contractual Obligations <br /> 2 The County Manager is hereby authorized to execute contractual documents under the <br /> 3 following conditions: <br /> 4 <br /> 5 1. The Manager may execute contracts for construction or repair projects that do not <br /> 6 require formal competitive bid procedures, and which are within budgeted departmental <br /> 7 appropriations, for which the amount to be expended does not exceed $250,000. <br /> 8 <br /> 9 2. The Manager may execute contracts for general and/or professional services which are <br /> 10 within budgeted departmental appropriations, for purchases of apparatus supplies and <br /> 11 materials or equipment which are within the budgeted departmental appropriations, and <br /> 12 for leases of property for a duration of one year or less and within budgeted <br /> 13 departmental appropriations for which the amount to be expended does not exceed <br /> 14 $89,999. <br /> 15 <br /> 16 3. Contracts executed by the Manager shall be pre-audited by the Chief Financial Officer <br /> 17 and reviewed by the County Attorney to ensure compliance in form and sufficiency with <br /> 18 North Carolina law. <br /> 19 <br /> 20 4. The Manager may sign intergovernmental service agreements in amounts under <br /> 21 $90,000. <br /> 22 <br /> 23 5. The Manager may sign intergovernmental grant agreements regardless of amount as <br /> 24 long as no expenditure of County matching funds, not previously budgeted and <br /> 25 approved by the Board, is required. Subsequent budget amendments will be brought to <br /> 26 the Board of County Commissioners for revenue generating grant agreements not <br /> 27 requiring County matching funds as required for reporting and auditing purposes. <br /> 28 <br /> 29 6. The Manager and Attorney will provide a quarterly report to the County Commissioners <br /> 30 showing the type and amount of each intergovernmental agreement signed by the <br /> 31 Manager. <br /> 32 <br /> 33 This budget being duly adopted this 20th day of June 2017. <br /> 34 <br /> 35 A motion was made by Commissioner Rich, seconded by Commissioner Burroughs for <br /> 36 the Board to adopt the FY2017-18 Budget Ordinance, the FY2017-18 County Grant Projects, <br /> 37 and the FY2017-18 County Fee Schedule, consistent with the parameters outlined in the <br /> 38 Board's "Resolution of Intent to Adopt the FY2017-18 Orange County Budget". <br /> 39 <br /> 40 VOTE: UNANIMOUS <br /> 41 <br /> 42 A motion was made by Commissioner Rich, seconded by Commissioner Burroughs to <br /> 43 Approve the Manager's Recommendation for the FY2017-18 Budget Ordinance, County Grant <br /> 44 Projects and County Fee Schedule. <br /> 45 <br /> 46 VOTE: UNANIMOUS <br /> 47 <br /> 48 b.
