1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: September 5, 2017 <br /> Action Agenda <br /> Item No. 4-b <br /> SUBJECT: Family Success Alliance — Impact Report and Update <br /> DEPARTMENT: Health <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> 2016-17 FSA Impact Report Dorothy Cilenti, 245-2412 <br /> Coby Jansen Austin, 245-2070 <br /> PURPOSE: To receive an update on accomplishments and evaluation findings of the Family <br /> Success Alliance's first three years, and preview major endeavors anticipated in fiscal year <br /> 2017-18 and projections for future fiscal years. <br /> BACKGROUND: The Orange County Board of Commissioners has made a commitment to <br /> fighting childhood poverty through supporting the Family Success Alliance (FSA), which <br /> launched in 2014. FSA is a "collective impact" initiative modeled on Harlem Children's Zone <br /> and other place-based cradle-to-college/career programs throughout the country. This model <br /> entails making a long-term commitment to the community that grows over time as more children <br /> are embraced by the pipeline of services and supports provided. <br /> Staff will present an overview of FSA's major accomplishments over the past three years, as <br /> findings from initial evaluation efforts. Staff will also project the anticipated scope of <br /> services/programs in the coming years and an overview of potential external funding <br /> opportunities. <br /> FINANCIAL IMPACT: There is no immediate financial impact. Past and current County <br /> appropriations for Family Success Alliance initiatives include: <br /> FY 2015-16 — $250,000 <br /> FY 2016-17 — $355,000 <br /> FY 2017-18 — $406,876 <br /> SOCIAL JUSTICE IMPACT: Family Success Alliance touches on three Orange County Social <br /> Justice Goals through its comprehensive approach that includes reducing the inequities that <br /> result in the academic opportunity gap, working with families through the Navigator program and <br /> our partners to increase economic self-sufficiency, and helping families and the community <br /> address issues related to community safety, such as behavioral health concerns and domestic <br /> violence. <br />
