1
•
ORANGE COUNTY
BOARD OF COMMISSIONERS
Action Agenda
Item No. 1I -
ACTION AGENDA ITEM ABSTRACT
Meeting Date: November 16, 1993
SUBJECT: Housing Rehabilitation Contract Awards
DEPARTMENT: Housing/Comm. Dev. PUBLIC HEARING YES: NO: x
ATTACHMENT(S) : INFORMATION CONTACT: Tara L. Fikes
Results of Bid Opening ext. 2490
TELEPHONE NUMBER-
Hillsborough - 732-8181
Chapel Hill - 968-4501
Mebane - 227-2031
Durham - 688-7331
PURPOSE: To award two housing rehabilitation contracts for the HOME
Housing Rehabilitation Program.
BACKGROUND: The Housing and Community Development Department solicited
bids from qualified housing rehabilitation contractors participating in
the County's Housing Rehabilitation Program. Sealed bids were received
from three contractors on October 25, 1993 and November 2, 1993 and opened
on the same day. Bid results are attached.
Present program procedures provide that housing rehabilitation contracts
be awarded to the lowest responsible bidder. However, the lowest bidder
for Dwelling #7, MDH Construction Co. acknowledges a math error in his bid
and has indicated that he cannot perform the job for this price.
Therefore, the second lowest bidder, Taylor Home Improvements, is
recommended for contract award.
Further, the lowest bidder for Dwelling #9, Farrar Enterprises, is a new
firm approved for the Housing Rehabilitation Program. Program policies
require that any new contractor be placed on probationary status pending
the satisfactory completion of at least one rehabilitation contract. This
company was awarded one contract on October 4, 1993 and this job has not
been completed. Staff reviewed the second lowest bid from Thames
Construction Company. This bid was submitted without a site visit and
therefore not considered a responsible bid. Thus, Orange-Chatham Repair
Company, the remaining bidder is recommended to receive this contract
award.
RECOMMENDATION(S) :
The Manager recommends awarding the following two rehabilitation
contracts.
Dwelling Unit Bid Amount Contractor
#7 $26,885 Taylor Home Improvements
#9 $32,450 Orange-Chatham Home Repair
