A brief history of 1Jtirinrnare follows: <br /> The proposal: Mnmore is composed of four tracts totaling 65.85 acres west of the <br /> Homestead Road/High School Road inteisection (see Attachment 1 —Vicinity Map). It is <br /> proposed as a Village Mixed Use (VMU) developmen4, a concept contained in the Facilitated <br /> STfl1! ll Ari Parr for Carrboro's Northern Study.4rea. The small area flan was adopted in <br /> 1999 by Chapel Hill, Carrboro, and Orange County as an amendment to the Joint Planning <br /> Land Use Plan. General characteristios of a VMU include: residential and neighborhood- <br /> scale commercial; dvloprnnt as one project by one developer, neo-traditional design <br /> ideas to create a neighborhood-scale, pedestrian friendly development; plentiful parkland <br /> and open space readily accessible to residents without need for automobile travel; all <br /> residential sites within one quarter mile of the village center; and an overall target density of <br /> five dwelling units per acre. Review of the project proposal indicates consistency with pIn <br /> principles. Please see Attachment 2 (page 47 from the Facilitated Small Area Plank for a <br /> fuller description of the VMU concept Specific findings regarding the project's corisistency <br /> with the small area plan and VMU standards will occur when k goes to puhLk hearing before <br /> the Board of Aldermen. The Count,'was provided copies of the application materials and notified of <br /> CIFbOFO development review meetings involving lnmore. Attachment 3, the September <br /> 12 memo to ernig Benedict, summarizes involvement of County staff. County involvement <br /> will continue with the submission of formal grading plans to the Erosion control Supervisor. <br /> The plans will be reviewed for conformity with the Sedimentation and Erosion Control <br /> Ordinance and no permits will be issued untGl all outstanding issues are addressed. In <br /> addition to pre-construction It vlslta, erosion control officers inspect sites on a regular basis <br /> during canstfudion and monitor afterward for continued compliance. <br /> • FINANCIAL IMPACT: None. <br /> REQOMMENDAT1ON(S): Receive as Information and request that the Carrboro Board of <br /> Aldermen consider comment from this hearing in their future deliberations on the Winmore VMU <br /> rezoning/master plan. <br />
