At <br /> that time, the Jurisdictional status of the Ulfinrnore project was uncertain. It was in Carrboro Joint <br /> Planning Transition Area 1 and subject to joint approval of the VMU rezaninglrrnaster plan by <br /> Carrboro and Orange County. However, a petition for voluntary annexation for 1fVinmore arid <br /> surrounding properties had been submitted and was considered at a Town of Carrboro public <br /> hearing on the same evening. Because of uncertainty as to YVinmore's jusdidionaI status at the <br /> lime of the JPA Public Hearing, the Beard of Commissioners directed that the public hearing legal <br /> notice identify two possibilities: <br /> 1. No annexation of Winmore meaning that it would proceed through the standard joint public <br /> hearing and joint approval process as specified in the Joint Planning Agreement, <br /> 2, Art Vtifinmore which would put it in Carrboro's Jurisdiction as an item for decision. <br /> The Commissioners wanted there to bean opportunity for comment at the hearing with the <br /> request that Carrboro consider that comment in their future deliberations on the Winmare <br /> VMU rezonihcllmaster pFan. <br /> At their meeting on September 24, the Carrboro Board of Aldermen approved the petition for <br /> voluntary arinexation with an effective date of September 30, 2002. This removes the ti+Vinmore <br /> VMU rezoninglmaster plan from consideration as an item requiring joint approval by Carrboro and <br /> Orange bounty as specified in the Joint Planning Agreement. <br />
