3 <br /> 9) Support funding for the establishment and implementation <br /> of Rural Transportation Planning Organizations throughout <br /> the State; <br /> 10) Support legislation providing the North Carolina <br /> Department of Transportation with flexibility statewide <br /> in addressing acceptance and maintenance of post-1975 <br /> recorded subdivisions with unpaved roads to address <br /> unintended exclusion from the state-maintained road <br /> system (Examples : 1)Developed subdivisions based on <br /> unrecorded subdivision plats on pre-1975 unrecorded <br /> subdivision plats which plats include publicly dedicated <br /> roads and 2)Unexpected Death of Original Subdivision <br /> Property Owner and Lack of Owner' s Right-of-Way <br /> Dedication Signature on recorded plat) ; <br /> SOCIAL SAFETY NET <br /> 11) Support legislation to maintain the current level of <br /> funding for State Aid to Counties in the Social Services <br /> Budget . These funds have been available from the state <br /> for decades to support the administration of state and <br /> federal public assistance programs provided through <br /> county governments . These funds are used to pay some of <br /> the costs of the staff who determine eligibility for <br /> Food Stamps, Medicaid and other financial assistance <br /> programs .
