CgrSct/rya `blvd,
Yom``• V `„"
O
Orange County
Personnel Department
208 South Cameron Street Tel: 919 245-2550
Post Office Box 8181 Fax: 919 644-3009
Hillsborough, NC 27278
June 18, 2002
MEMORANDUM
TO: Orange County Board of Commissioners
John Link, County Manager
FROM: Elaine Holmes, Personnel Direct
c
SUBJECT: Critical Positions— Lapsed Salaries
During the June 11 Budget Work Session discussion of a possible hiring freeze, the
Board asked for an estimate of the possible lapsed salaries generated from vacant
critical positions. Staff estimates this at about $175,000 for 2002-03. It should be
noted that, under current policy, the departments may use some portion of these lapsed
salaries, as needed, for temporary wages or overtime costs.
Also, as noted in Budget Appendix A (page A-3), the Manager is recommending that
lapsed salaries generated in the Sheriffs Department and Emergency Management be
used to implement the planned "Career Ladders" for Deputy Sheriff, Telecommunicator
and Paramedic staff in January 2003. The estimated amount needed for 2002-03 is
$50,000.
As the Board will recall, Personnel working with the Sheriff and Emergency
Management completed a Public Safety Study earlier this year to.address recruitment
and retention needs in those areas. In its consideration of the study, the Board
endorsed the concept of Career Ladders. Personnel now is working with the Sheriff's
Department and Emergency Management to develop these and present them to the
Board for review and decision later this year.
Please let me know if you have any questions.
An Equal Opportunity/Affirmative Action Employer
