Examples of these include: <br /> 25) Legislation which seeks to reduce class size if the <br /> State does not include the necessary funding (capital <br /> and otherwise) and thereby creates additional pressures <br /> on local school systems for construction of new and <br /> expanded school facilities and for additional support <br /> staff; <br /> 26) Legislation that expands programs such as "More at Four" <br /> that obligate local school systems, space if the State <br /> does not include the necessary funding (capital and <br /> 6 <br />
