PROPOSED ADDITION TO THE AGENDA AS ITEM-I I-F <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: March 21, 2017 <br /> Action Agenda <br /> Item No. 11f <br /> SUBJECT: Board of Health -Appointment <br /> DEPARTMENT: Board of Commissioners PUBLIC HEARING: (YIN) No <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Membership Roster Clerk's Office, 919-245-2130 <br /> Recommendations <br /> Applications of the Persons <br /> Recommended <br /> Applicant Interest List <br /> Applications of Persons on the Interest <br /> List <br /> PURPOSE: To discuss further the appointment to the Board of Health that was formally made <br /> at the Commissioners' February 7, 2017 Regular Meeting. <br /> BACKGROUND: The Board of County Commissioners, at their February 7, 2017 regular <br /> meeting, formally appointed Dr. Rosalind Barber to a partial term, in Position # 8, the At-Large <br /> Citizen/Commissioner position, though the Board of Health had submitted their recommendation <br /> for Ms. Johanna Birkmayer, for this position. This was discussed further at the Board of County <br /> Commissioners' February 21, 2017 regular meeting and the direction given by the Board was for <br /> the Chair to write a letter to Dr. Barber reiterating the circumstances surrounding this appointment and <br /> asking for her resignation. As of March 17th, there was no response back from Dr. Barber. Chair <br /> Dorosin then asked the Clerk to the Board to contact Dr. Barber asking whether or not she received the <br /> letter and to ask her if she was still interested in serving, upon which Dr. Barber indicated that she did <br /> receive the letter and yes, she was still interested in serving on the Board of Health. <br /> County Attorney John Roberts has indicated that the Board may consider two options as relates to the <br /> BOH appointment: <br /> • One option is to inform Dr. Barber that she has been appointed and notify her when the <br /> next BOH meeting is that she should attend. <br /> • Another option is the Board may revisit this at their next meeting (21S) and upon making <br /> appropriate findings, rescind the motion to appoint her and follow that up with appointing <br /> someone else.
