• Input from Chamber of Commerce will be followed to customize
targeted materials and information for their members.
5.6.a Encourage students of driving age to use TDM services, especially
during peak hours. —The Orange County TDM Coordinator will
coordinate messaging with TDM Coordinators at UNC-Chapel Hill and
Wake Tech to reach out to student commuters to publicize new and
existing transit and ride-sharing options. Proposed Outputs and Outcome
Tracking
• Targeted student messaging will be created for the New Year New
Commute and Bike to Work Week Campaigns.
Top Task#4: Public Relations
Description— In contrast to the more office-based and technical marketing work of Top
Task#3, the Public Relations Top Task deals with creating and maintaining relationships
with partners and with program visibility in the transportation planning process.
Collaboration will be an ongoing focus of the Orange County TDM Coordinator, as
maintaining a network of connections to support ongoing and quarterly TDM program
initiatives is crucial for their success.
In the summer of 2017, The Orange County TDM Coordinator will collaborate with
regional staff and LSPs to determine the most effective routes for engagement with
partners, elected officials, and transportation planning entities. They will also set up
meetings with all OCCO Program stakeholders, including the Orange County Planning &
Inspections Department, Orange County Human Resources, Orange County Public
Relations, the Hillsborough /Orange County Chamber of Commerce, the Town of
Hillsborough, Piedmont Authority for Regional Transportation (PART) and Go Chapel
Hill.
One topic that will underscore the need for this coordination is the "Churton Street
Access Improvements Project" which should be in full swing before July and run at least
4 months into the new fiscal year. Space in the right of way to allow for two-way traffic
should be maintained throughout the project, but traffic is still likely to be slow and
accumulate quickly in this main thoroughfare given the limited options for commuters
crossing the Eno River. The OCCO Program will immediately be able to provide
additional communications support promoting alternative modes for impacted
commuters with the aim of alleviating congestion. They will also be able to use the
lessons learned by regional TDM staff who promoted alternative modes during the
Fortify Project.
Also, should the OCCO program be funded, it will be the nearest neighbor of PART. This
proximity along with the overlap of our service areas should create good opportunities
for partnership and mutual assistance in managing transportation demand. Currently,
PART's Route 4, the Alamance Burlington Express, passes within less than a mile of a
park and ride at Durham Tech's Orange County Campus which is across the street from
UNC Health Care's Hillsborough Campus. The TDM Coordinator will explore this and
other opportunities to integrate transit systems to increase options for Orange County
commuters.
Triangle J
Council of Governments 16
