Finally, Orange County has a good working relationship with the Town of <br /> Hillsborough and can integrate their input into our TDM activities efficiently and effectively. <br /> Goals for Core Program Applicants: Discuss any goals that the organization has for the TDM <br /> Program. If the TDM Program does not have goals of its own, cite any organizational or <br /> community goals that TDM strategies in the proposed workplan could help achieve. (See Core <br /> Programs section on pg. 4 of the RFP.) <br /> The adoption of the County's "Environmental Responsibility Goal” in 2005 committed the County <br /> in part to "Implement programs that monitor and improve local and regional air quality by <br /> promoting public transportation options and incentives within the County that increase <br /> connectivity and decrease dependence on personal vehicles." This goal led to the consideration <br /> of commuter patterns and their impacts on air quality, congestion, and quality of life in the <br /> County's current 2030 Comprehensive Plan. <br /> In 2016, the Board of County Commissioners (BOCC) created a set of goals to help direct their <br /> policy decisions and the actions of County staff. In January of 2017, the BOCC re-committed <br /> themselves to these Goals, and several of them (as paraphrased below) relate to TDM: <br /> Within the Board of County Commissioners (BOCC) Goal#1 (Equitable network of <br /> services and infrastructure), the BOCC has demonstrated its,commitment to providing <br /> County residents and staff with access to reliable and low-cost transportation options for <br /> commuting to work and other purposes. The OCCO Program is designed to work with <br /> County staff and residents to promote and manage a package of cost-saving alternative <br /> commuter transportation options including bus transit, telework, carpool/vanpool, and <br /> walking/biking. As the additional transit routes proposed by Orange Public <br /> Transportation become available, this program will help advertise their availability. <br /> • Within BOCC Goal#5 (Preserve and protect the natural environment) the BOCC <br /> indicated an interest in assisting residents and businesses to prepare for the impacts of <br /> climate change. This position's central purpose is to manage and promote a suite of <br /> alternative transportation modes for Orange County, that will not only decrease the <br /> emission of greenhouse gases, but will also create a more resilient transportation <br /> system by increasing transportation options and the awareness of those options. <br /> • This position will be tied into a partnership with other existing local TDM service <br /> providers, as well as the regional TDM service providers at GoTriangle. These <br /> partnerships are a recurring area of emphasis for the County Manager and are a core <br /> priority under BOCC Goal#3 (Implement balanced planning and economic development <br /> policies). <br /> NEW Applicants Only: Describe any previous reduction efforts below by the applying <br /> organization that relate to this project. <br /> In 2015 the Sustainability Coordinator worked with the Triangle TDM program to enable the <br /> County to participate in the regional employee commuter survey. With close to 400 of 900 <br /> employees responding, the data showed both significant interest in several alternative commute <br /> options and a lack of awareness in the available programs (see Figures 2 &3). <br /> Triangle J <br /> Council of Governments 6 <br />
