3. Strive for maintained abstinence from illegal substances, measured by frequent, random <br />drug screens; <br />4. Promote abstinence from substance use, measuring compliance through frequent, random <br />drug screening, assessing relapses when they occur through treatment planning and <br />individualized treatment goals; and <br />5. Provide case management around key issues of employment, education, life skills issues, <br />as measured by NC TOPPS Outcome Assessment Instrument and Global Assessment of <br />Functioning (GAF).. <br />Services to be offered by the Orange/Chatham Resource Center will include: <br />Intake Assessment <br />• Intensive and Regular Outpatient Services <br />Educational Services <br />^ Job Development Services <br />^ Family Counseling Services <br />^ After Care Services <br />^ Support Services <br />^ Drug Screening <br />^ Cognitive Behavior Intervention <br />In addition to serving Orange County residents, the Orange/Chatham Resource Center at <br />Freedom House proposes to establish office hours in Chatham County on a regular weekly, <br />scheduled basis in order to provide community support similar to that offered to Orange County <br />residents. Freedom House will also partner with Project Turn Around (currently funded by <br />C,IPP and operated by the Chapel Hill Police Department) to continue their substance abuse <br />counseling services on afee-for-service basis. <br />The grant application also recommends supporting the Siler City Intensive Outpatient Program <br />(IOP), which is currently administered through OPC Mental Health. The contract far this <br />program would be administered by Freedom House through the Resource Center and would <br />provide reimbursement on afee-for-service basis for eligible intermediate offenders receiving <br />program services at the IOP in Siler City. <br />FINANCIAL IMPACT: With the elimination of CJPP funds far pre-trial release services, Orange <br />and Chatham counties will be responsible for the approximately $41,000 shortfall, Staff from <br />bath Orange and Chatham counties are currently researching options for continued support of <br />the pre-trial release program, Any subsequent recommendation far local funding will be <br />provided through the County's Outside Agency Funding Process, <br />The NC Department of Correction is yet to advise the County of its revised funding amount for <br />FY 2006-2007. Should the amount differ from the current allocation, proposed program service <br />contract amounts will be adjusted accordingly within the available state funds, <br />RECOMMENDATION(S): The Manager recommends that the Board approve the grant <br />application and authorize the chair to sign contingent upon staff and county attorney review, <br />
