DocuSign Envelope ID:C8A96163-9727-4D52-BE22-A8D964F05312 <br /> Memorandum of Understanding <br /> North Carolina Statewide HMIS <br /> North Carolina Continua of Care and the Michigan Coalition Against Homelessness <br /> July 1, 2017—June 30, 2018 <br /> Objective: This Memorandum of Understanding is designed to provide a frame for North <br /> Carolina's multi-jurisdiction Homeless Management Information System (HMIS) <br /> implementation as presented in Section 508.7 of the Federal Register/Vol. 76, No. 237 <br /> Homeless Management System Requirements. It is recognized that operation of the <br /> Statewide HMIS requires ongoing collaboration from member Continua of Care. <br /> Continuum of Care: NC-513 Orange County (CoC) agrees to adopt the North Carolina <br /> Statewide shared HMIS platform vendor, Mediware Information Systems, Inc. ("Mediware"), using <br /> ServicePoint software. The CoC agrees that administration of the shared platform will be <br /> provided by the North Carolina HMIS Project, operated by the Michigan Coalition Against <br /> Homelessness (MCAH). The CoC further agrees to operate the local CoC Implementation in <br /> compliance with HUD Data Standards and the North Carolina Statewide Operating Policies and <br /> Procedures. <br /> Roles and Responsibilities: <br /> MCAH: <br /> 1. Management of the Statewide Vendor Contract with Mediware Information Systems,Inc. <br /> ("Mediware"). <br /> 2. Host the Statewide coordination meeting—the Monthly System Administrator Call-In. <br /> 3. Define privacy and security protocols that allow for the broadest possible participation. <br /> 4. Provide Statewide Operating Policies and Procedures that represent the minimum <br /> standards for participation. Local CoCs may add additional requirements as negotiated <br /> locally. <br /> 5. Designate ex-officio staff member for NC HMIS Governance Committee <br /> 6. Provide for system administration and analyst staffing of help desk services between <br /> 9am and 5pm workdays and after-hours emergency response. <br /> 7. Negotiate the cost for local licenses to the Statewide System via contracts with <br /> Mediware. <br /> 8. Provide training and ongoing collaboration regarding cross-jurisdiction system <br /> operation, measurement and research activities including: <br /> a. Negotiation and training basic workflows for all users and specialized workflows <br /> for cross jurisdiction funding streams. <br /> b. HUD mandated activities including Point In Time, Housing Inventory Count, <br /> Annual Performance Report, System Performance Measures, and the Annual <br /> Homelessness Assessment Report. <br /> c. Provide data for Statewide and CoC-specific unduplicated homeless counts. <br /> d. Research projects that involve statewide data sets. <br /> e. Maintain a suite of data quality, demographics, and outcome reports available to <br /> all CoCs on the System. <br />
