The successful high bidder will send the County the funds to satisfy the high bid and will <br />arrange to pick up the items from where they sit. The County will not be responsible for <br />packing and/or shipping auctioned items. <br />GovDeals will bill the County monthly a flat amount of 7'/2% of total sale for items sold for <br />less than $100,000. A lesser percentage will be charged for the amount in excess of <br />$100,000, although these times will be extremely rare, if ever, As a point of reference, the <br />County's experience with auctioneer fees is generally around 5% of total proceeds, <br />The County may set reserves on any items. <br />The County may reject any bid and keep the item at any point in the process prior to <br />settlement with the high bidder. <br />The County would enter into anon-exclusive contract with GovDeals that would allow us to sell <br />surplus items on their website at our discretion for an indefinite period of time. <br />The GovDeals web site offers the County flexibility in setting up restricted areas on the website <br />for specific items available for reallocation. Far example, if the County chooses to do so, a <br />specific area of the website may be set aside to list computers or other assets that are restricted <br />far transfer to specific groups, such as non-departmental agencies that the County funds, <br />Those entities can access the site and select items for no cost, other than any cost incurred <br />from picking up the items from the County. The general public would not have access to that <br />section of the website, <br />It is staffs understanding that Orange County Schools is also entering into an agreement with <br />GovDeals, Staff from the two entities have discussed a number of ways that they could <br />collaborate to educate the local buyers who may have attended auctions in the past about the <br />new process, <br />Additional details regarding benefits and services are included on attachment #2. <br />FINANCIAL IMPACT: The County would incur no cost until such time it sells items via the <br />GovDeals website. There are no licensing fees, nor monthly recurring costs, Items sold via <br />GovDeals are subject to a fee of seven and one-half (7'h%) of the closing sales price. Single <br />items sold in excess of $100,000 will be charged a smaller percentage on the amount that <br />exceeds $100,000. Historically revenue far auctions have been around $30,000, of which <br />approximately $1,500 (5%) was paid for auctioneer services, <br />RECOMMENDATION(S): The Manager recommends that the Board award a contract for <br />electronic auction services to GovDeals of Montgomery, Alabama, subject to County Attorney <br />and staff review; and authorize the Chair to sign on behalf of the Board. <br />
