ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: March 21, 2006 <br />Action Agenda <br />Item No. -~~ <br />SUBJECT: Contract Award-GovDeals, Electronic Auction Services <br />DEPARTMENT: Purchasing and Central PUBLIC HEARING: (Y/N) No <br />Services <br />ATTACHMENT(S): INFORMATION CONTACT: <br />NC Public Entities Utilizing Service (att #1) Pam .Jones, 245-2652 <br />Benefits/Services of GovDeals (att #2) David Cannell, 245-2651 <br />Contract (att #3) <br />PURPOSE: To consider awarding a contract for disposal of surplus property via electronic <br />aucticn from Gov Deals of Montgomery, Alabama. <br />BACKGROUND: Orange County has historically disposed of its surplus and confiscated <br />property by public auction, The auction has customarily been scheduled about every 18 <br />months, or at such time sufficient surplus items were accumulated to draw interest in the <br />auction, generally driven by the number of vehicles available for sale. This method has number <br />of drawbacks which include, but are not limited to: the time spent by Purchasing, Public Works <br />and other departmental staff to prepare for the auction; storage space for the surplused items <br />pending auction; time decay of assets awaiting auction; and a limited pool of bidders. <br />N,C,G,S. 160A-270 allows far the use of Electronic Auctions to dispose of surplus property, <br />Electronic auctions have increased in reliability and integrity aver the past several years and <br />many local governments are finding it a first rate way to dispose of their surplus property. <br />Based on a recent assessment, staff believes it is time for Orange County to also move in that <br />direction, Far your information, attached is a list of North Carolina public entities currently <br />using GovDeals (attachment #1 ). <br />In general, the process works like other on-line auctions with which you may be familiar: <br />• County staff will photograph the item to be auctioned and it will be listed on line with a <br />description, <br />• Persons wishing to bid may visit the web site and do so. <br />• Bidding deadlines will be identified on the web site, after which bidding will close and the <br />deal can be finalized, <br />
