3 <br /> The fair treatment and meaningful involvement of people of all races, cultures, incomes <br /> and educational levels with respect to the development and enforcement of <br /> environmental laws, regulations, policies, and decisions. Fair treatment means that no <br /> group of people should bear a disproportionate share of the negative environmental <br /> consequences resulting from industrial, governmental and commercial operations or <br /> policies. <br /> PFAP embraces and promotes the environmental and conservation standards of Orange <br /> County with particular attention to recycling, energy usage, and waste management. <br /> • GOAL: ENABLE FULL CIVIC PARTICIPATION <br /> Ensure that Orange County residents are able to engage government through voting and <br /> volunteering by eliminating disparities in participation and barriers to participation. <br /> The highly regulated environment at PFAP precludes open public access but PFAP <br /> management encourages organized tours and the use of the facility's conference room to <br /> promote awareness and support of Orange County food entrepreneurs. <br /> RECOMMENDATION(S): The Manager recommends that the Board: <br /> 1) receive a brief presentation from staff from the United States Department of Agriculture <br /> (USDA) (Henderson, NC Area Office) regarding the Letter of Conditions, along with the <br /> Draft Addenda, for the award of a USDA Rural Business Development Grant in the <br /> amount of $145,511 to Orange County and the Piedmont Food and Agricultural <br /> Processing Center; <br /> 2) approve Budget Amendment #10-B to accept the award, its Conditions and the <br /> associated Draft Addenda, subject to final review and approval by the County Attorney's <br /> Office; and <br /> 3) authorize the Manager to sign any paperwork associated with grant subject to final review <br /> and approval by the County Attorney's Office. <br />
