0 67% of youth demonstrate moderate to serious behavioral problems in school. However, <br /> when compared to FY 14-15 there was a 31%decrease in serious problems (from 52 to <br /> 36 youth) and a 48%decrease in moderate problems (from 23 to 12 youth) <br /> 0 71%* of youth lack pro-social peers and/or regularly associate with others involved in <br /> delinquent activity which is above the state average of 64%. <br /> 0 7%* of parents are willing but unable to supervise youth, consistent with FY 14-15, and <br /> significantly lower than the state average of 19%. <br /> Part II. Needs Assessment Summary <br /> The Orange County JCPC Risk and Needs Assessment Committee also reviewed data gleaned <br /> from the Juvenile Needs Assessment instrument administered by Juvenile Court Counselors prior <br /> to court disposition of a juvenile. The Juvenile Needs Assessment is an instrument used to <br /> examine a youth's needs in the various domains of his/her life: The Individual Domain, The <br /> School Domain, The Peer Domain, and the Community Domain. This instrument was designed <br /> to detect service intervention needs as an aid in service planning. As with the Juvenile Risk <br /> Assessment, some of the individual item ratings may be heavily dependent upon information <br /> reported by the juvenile or the parent(s). For these items (represented by an asterisk)there is a <br /> likelihood of under-reporting the incidence of a particular behavior and the actual incidence may <br /> be higher than suggested by these figures. In those cases, the figure should be interpreted as a <br /> measure of the minimum level of occurrence. <br /> Orange County Elevated Needs Observations: FY 2015-2016 <br /> N=124 <br /> 0 62% of youth were assessed as having medium to high needs. A 40% increase from FY <br /> 14-15, it is above the state average of 40%. 10% of youth were assessed as having high <br /> needs, twice the state average of 5%. <br /> 0 22% of youth have healthy peer relationships, a slight decrease from FY 14-15. The <br /> number of youth with regular association with delinquent peers increased by 120% (from <br /> 15 to 33). <br /> 0 61% of youth have moderate to serious school behavior problems, a 10%decrease from <br /> FY 14-15 and less than the state average of 68%. <br /> 0 16% of youth are functioning below grade level,the same as FY 14-15 but above the <br /> state average of 11%. This does not include students identified in the Exceptional <br /> Children's program. <br /> 0 35%* of youth need substance abuse assessment or treatment which is slightly higher <br /> than the state average of 32%. <br /> 0 49% of youth are reported to be abuse/neglect victims which is above the state average <br /> 22%. 11%have NO support, a 250% (from 4 to 14) increase from FY 14-15 and almost <br />
