He said the <br /> focus last year was reinstating the teacher supplements in order to remain competitive with <br /> neighboring counties. <br /> Commissioner Jacobs asked if the positions mentioned this evening could be phased in <br /> over time, if the County cannot afford to do all of them. <br /> Todd LoFrese said the Board of Education (BOE) has not yet prioritized these items. <br /> Commissioner McKee referred to the living wage and asked if CHCCS has had <br /> conversations with their contractors. He said if 25% of the contractor's time is dedicated to the <br /> CHCCS, and the other 75% is dedicated elsewhere, he asked if it will be possible to <br /> accommodate the wage differential between CHCCS and other areas. <br /> Todd LoFrese said the bid proposal requested a base bid amount for the service, as <br /> well as an alternate that would provide for the cost increase to pay a living wage for all <br /> employees engaged in work at any CHCCS site. He said there are many variables to <br /> consider. <br /> Commissioner McKee said his concern is if a contractor is going to be impacted by a <br /> significant financial amount, that the CHCCS will have to pick up the cost differential when only <br /> a portion of the contractor's time will actually be spent on CHCCS work. <br /> Todd LoFrese reviewed previous examples of this issue and possible ways to address <br /> the question, such as reviewing payroll records. He said contractors are motivated to earn the <br /> business. <br /> Commissioner Rich also referred to the living wage issue, and asked if CHCCS hopes <br /> to bring some of these contracted services in house. <br /> Todd LoFrese said this analysis is currently being conducted, and this information will <br /> be provided to the BOCC when completed. <br /> Commissioner Marcoplos asked if CHCCS was able to find numerous vendors that <br /> provided the living wage. <br /> Todd LoFrese said yes. <br /> Commissioner Marcoplos asked if the employers provided that alternate wage only <br /> because CHCCS requested it, or if these employers regularly pay a living wage. <br /> Todd LoFrese said he does not know if the employers pay a living wage across the <br /> board. <br /> Chair Dorosin said he would be surprised if these vendors offered the living wage in <br /> general, and assumes it is only offered due to CHCCS requiring it. <br /> Chair Dorosin asked if any of the contracted firms provide health insurance. <br /> Todd LoFrese said he knows one contractor does. <br /> Chair Dorosin asked if the number of contracted positions is known. <br /> Todd LoFrese said about 150. <br /> Chair Dorosin referred to the expansion slide, and asked if transportation safety could <br /> be clarified. <br /> Todd LoFrese said this is related to transportation operations and the buses. He said <br /> there are two key elements: to provide two positions to back up for redundancy; and provide <br /> families with access to the bus GPS system, for real time bus updates and alerts. <br /> Todd LoFrese said the district's activity buses, which are not provided or maintained by <br /> the State, are falling in disrepair, and this funding would provide an in-house mechanic. <br /> Chair Dorosin said it would be helpful to have some sub-headings as to what these line <br /> items contain in their continuation budget. <br /> Commissioner Price asked if the source for the Pre-K tuition funds could be clarified. <br />
