He asked if an application scores a <br /> zero, is the agency still eligible for 15% of its request. <br /> Bonnie Hammersley said yes, but the lowest score was in the 60s. She said the <br /> scoring criteria may be more closely scrutinized in that regard. She said all these agencies <br /> provide value to the County, but some fail to submit strong applications.
