23 <br /> a. Minutes <br /> The Board approved the minutes from April 20 and 27, 2017 as submitted by the Clerk to the <br /> Board. <br /> b. FY 2017-18 Home and Community Care Block Grant for Older Adults Funding Plan <br /> The Board approved the recommended Home and Community Care Block Grant (HCCBG) for <br /> Older Adults Funding Plan for Fiscal Year 2017-18 for the amount of$592,820, which will also <br /> require 10% matching funds from participating agencies, and authorized the Chair to sign. <br /> c. Fiscal Year 2016-17 Budget Amendment#9 <br /> The Board approved budget and grant project ordinance amendments for fiscal year 2016-17 <br /> to Animal Services; Library Services; Department on Aging; Department of Social Service; <br /> Sheriff's Office; and Asset Management Services. <br /> d. Approval of Lender for Upcoming Installment Financing <br /> The Board approved Sterling National Bank as the lender for the County's upcoming <br /> installment financing in response to Sterling's request for notification by May 30, 2017. <br /> e. Introduction of Bond Order for "Two-Thirds" School Bonds and Setting a Related <br /> Public Hearing <br /> The Board introduced the bond order and adopted a resolution, which is incorporated by <br /> reference, to set a public hearing on June 20, 2017 for issuance of two-thirds General <br /> Obligation bonds. <br /> f. Schools Adequate Public Facilities Ordinance —Approval and Certification of 2017 <br /> Report <br /> The Board approved the 2017 Schools Adequate Public Facilities Ordinance Technical <br /> Advisory Committee (SAPFOTAC) Report and certified portions of the Report. <br /> g. Resolution in Support of Raising the Age of Juvenile Jurisdiction in North Carolina <br /> The Board approved a Resolution, which is incorporated by reference, in Support of Raising <br /> the Age of Juvenile Jurisdiction in North Carolina and in support of House Bill 280, and <br /> authorized the Chair to sign. <br /> 9. County Manager's Report <br /> Bonnie Hammersley said there will be a budget public hearing at the Southern Human <br /> Services Center (SHSC) on May 18th. <br /> Bonnie Hammersley said the first budget work session will be held at the SHCS on May <br /> 25th. <br /> 10. County Attorney's Report <br /> NONE <br /> 11. *Appointments <br /> a. Advisory Board on Aging —Appointments <br /> The Board considered making appointments to the Advisory Board on Aging.
