BACKGROUND <br /> The HHW collection program was established in 1994 as a cooperative program between local <br /> governments to collect hazardous waste from residents of Chatham, Durham, Orange, and Wake <br /> counties. The program began as a once per month collection event with a private vendor. This <br /> regional approach facilitates the removal of hazardous waste from the environment at large, and <br /> local landfills and waterways in particular. <br /> In June of 2002, the County contracted with a private vendor and began operating the HHW <br /> Program based at the permitted facility at the Orange County landfill. In the spring of 2003, the <br /> HHW program transitioned from holding collection events on the first Saturday of the month to <br /> operating a full-time year round collection program accepting household hazardous waste four <br /> days per week. This agreement also allowed for small businesses, non-profits, and other public <br /> agencies within Orange County (CESQGs) to have access to Orange County's Program for fee- <br /> based disposal of commercial hazardous waste.• <br /> In August of 2005 the County expanded program hours from four days per week to six days per <br /> week and continues the same hours currently. In 2007 the County opened the hazardous waste <br /> program to CESQGs located in Orange County for management and disposal of hazardous waste <br /> with services paid for by the County. <br /> Orange County has been managing dry-cell batteries, lead-acid batteries, used motor oil, oil filters, <br /> antifreeze and some compressed gas cylinders itself. County expects its HHW Provider to continue to <br /> help County's HHW program find ways to decrease per participant costs through creative handling of <br /> waste and through continued emphasis on reuse. <br /> While the County presently manages waste motor oil, and batteries itself, in the future the County may <br /> either choose to handle more individual HHW materials itself (for example PCB Ballasts), or County may <br /> ask its HHW provider to provide assistance with the materials it had been previously handling. <br /> Finally, in the hierarchy 'of waste processing methods, Orange County is interested (when possible and <br /> economically feasible) in pursuing recycling as a predominant handling method for wastes collected by our <br /> HHW Program. <br /> B. CURRENT FACILITY <br /> The Orange County permanent HHW collection center is located at 1514 Eubanks Road in the Township <br /> of Chapel Hill, on the property of the Orange County Landfill. The HHW program in Orange County is <br /> managed and administered by the Orange County Department of Solid Waste Management. Orange <br /> County's HHW collection center is open six days per week (Monday through Friday 10 am to 6:00 pm, and <br /> Saturday 7:30 am to 12:00 noon). <br /> C. PLANNED PROGRAM EXPANSION <br /> Orange County is currently in the process of improving its Solid Waste Convenience Centers (SWCCs). <br /> The SWCCs provide residents with disposal opportunities for a variety of materials including; garbage, <br /> traditional recycling, oil, oil filters, electronics, etc. <br /> One SWCC in the northern part of the County will become a, "District Site". This facility does not currently <br /> collect HHW but when the new facility opens in the fall of 2012 (October or November depending on the <br /> construction schedule) the County will provide HHW collection and disposal services at this site. <br /> Page 5 <br /> HHW RFP#5183 <br />
