2 <br /> Criteria in evaluating the SOQs included 1) demonstrated success on projects of similar scope <br /> and completed without major legal or technical problems and under budget, 2) qualifications of <br /> individuals assigned to the project team, including subconsultants, 3) relevant governmental <br /> experience (North Carolina experience preferred), 4) capacity of firm and key project personnel <br /> to complete this project in a timely manner, considering other work on the board, 5) experience <br /> working with governmental entities on land use requirements, 6) demonstrated history of <br /> bringing projects in under budget, 7) relevant and easily understood SOQ, 8) approach to <br /> disadvantaged business enterprises (DBE) and minority and women-owned business <br /> participation, and a bonus category 9) for past performance on Orange County projects. <br /> Due to the strength of McGill's qualifications, its past satisfactory performance on recent County <br /> infrastructure projects of similar nature, and unanimous top ranking by the evaluation team of <br /> Craig Benedict, Planning and Inspections Director and Howard Fleming, PE, Engineering / <br /> Stormwater Supervisor, McGill was selected. The construction project bid on June 1, 2017 and <br /> the project bid was under budget. McGill has also committed in writing to 100% project <br /> compliance with Orange County's Living Wage Contractor Policy. <br /> FINANCIAL IMPACT: The proposed contract with McGill is in the amount of $253,416.25. It is <br /> proposed by the Planning and Inspections Department that the Manager be authorized to <br /> approve minor amendments for additional services, should they become necessary, up to the <br /> project budget, after review by the County Attorney. The contract will be paid from Article 46 <br /> sales tax infrastructure account. The budget for this aspect of construction phase services will <br /> be $253,450. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br /> this agenda item: <br /> GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding necessary for <br /> residents to provide shelter, food, clothing and medical care for themselves and their <br /> dependents. <br /> Adding sewer infrastructure to the Efland-Buckhorn-Mebane Utility Planning Area will yield <br /> positive outcomes related to the above Goal. <br /> RECOMMENDATION(S): The Manager recommends the Board: <br /> 1. Approve and authorize the Chair to sign the contract on behalf of the Board, after review <br /> by the County Attorney; and <br /> 2. Authorize the Manager to approve minor amendments for additional services should they <br /> become necessary, up to the project budget, after review by the County Attorney. <br />
