Project RFQ Number 367-5222 (919) 245-2325 <br /> PURPOSE: To consider approving an agreement with McGill Associates (McGill) for the <br /> construction engineering and inspection (CEI) related services for the Efland Sewer to Mebane, <br /> Phase 2 Extension (Attachment 1) to serve the Efland-Buckhorn-Mebane Utility Planning Area <br /> (Attachment 2). <br /> BACKGROUND: This item relates to construction oversight, as-builts, certification and <br /> materials testing of the construction contract with J. F. Wilkerson Contracting Company also on <br /> tonight's agenda. McGill was requested to provide a proposal for related construction <br /> engineering and inspection (CEI) services, including subcontracted construction material testing <br /> (CMT) services. The proposed CEI/CMT service agreement between Orange County and McGill <br /> is Attachment 1. <br /> The project area is approximately 4.5 miles and work will be completed in a 12-15 month <br /> timeframe. An overview of the project is included as a two-page BOCC Exhibit (Attachment 3). <br /> This Economic Development area is approximately 726 acres. <br /> A formal qualifications-based selection was initiated (RFQ Number 367-522) and McGill <br /> Associates was chosen as best qualified to complete the construction documents and support <br /> Orange County through the bid and construction phases. <br /> A request for qualifications (RFQ No. 367-522) was advertised due August 11, 2016 <br /> (see Attachment 4) for a variety of services. Orange County's Living Wage Contractor Policy <br /> was included. The County received four (4) statements of qualifications (SOQs) from the <br /> following consulting engineering firms: <br /> Coulter Jewell Thames P.A. <br /> McGill Associates, PA <br /> The John R. McAdams Company, Inc. <br /> Summit Engineering and Design Services <br />
