3 <br /> The following contractors submitted bids: <br /> Park Construction of NC, Inc. <br /> Garney Construction Cary <br /> Carolina Civilworks <br /> J.F. Wilkerson Contracting Co. <br /> Hall Contracting Corporation <br /> Thalle Construction <br /> The lowest responsive and responsible bidder for the project with a base bid of $3,485,801 was <br /> J.F. Wilkerson Contracting Company. McGill has evaluated and has provided a <br /> recommendation (Attachment 5) to award the contract for Efland Sewer to Mebane Phase 2 <br /> Extension to J.F. Wilkerson Contracting Company in the amount of $3,586,121, which includes <br /> two add alternate bid items, contingent upon evidence of responsibility in providing the <br /> supplemental information requested following the notice of award. J.F. Wilkerson has also <br /> committed in writing to 100% project compliance with Orange County's Living Wage Contractor <br /> Policy. <br /> FINANCIAL IMPACT: The proposed contract with J.F. Wilkerson is in the amount of <br /> $3,586,121. Prior years funding CIP budget for the construction element of this project is <br /> $4,300,000. It is proposed by the Planning and Inspections Department that the Manager be <br /> authorized to approve minor amendments for additional services or any necessary change <br /> orders, up to the project budget, after review by the County Attorney. The contract will be paid <br /> from the Article 46 sales tax infrastructure program funding for this project. Upon completion of <br /> this CIP project and the transfer of the Efland sewer infrastructure to the City of Mebane, the <br /> County will be relieved of recurring administrative, maintenance and treatment costs for the <br /> Efland Sewer System, averaging over $100,000 per year. The County's liability will be <br /> significantly reduced, as well. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br /> this agenda item: <br /> GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding necessary for <br /> residents to provide shelter, food, clothing and medical care for themselves and their <br /> dependents. <br /> Adding sewer infrastructure to the Efland-Buckhorn-Mebane Utility Planning Area will yield <br /> positive outcomes related to the above Goal in the form of improved tax base and jobs. <br /> RECOMMENDATION(S): The Manager recommends the Board: <br /> 1. Approve and authorize the Chair to sign the contract on behalf of the Board, contingent <br /> upon evidence of responsibility in the supplemental information provided by J.F. <br /> Wilkerson Contracting Company to McGill Associates following the notice of award, and <br /> after review by the County Attorney; and <br /> 2. Authorize the Manager to approve minor amendments for additional services or change <br /> orders, should they become necessary during construction, up to the project budget, after <br /> review by the County Attorney. <br />
