This operating agreement has been in force since that time, and is a five-year <br /> agreement that will end on February 2, 2019 (with options for renewals). <br /> Since that time, the Rogers Road Community Center and RENA have received a number of <br /> awards and recognitions for their programs, activities, and community organizing efforts. <br /> Beginning on August 1, 2017, Orange County is entering into similar operating agreements for <br /> the Efland Cheeks Community Center and Cedar Grove Community Center. These agreements <br /> include new language related to County funding that need to be incorporated into the existing <br /> Rogers Road agreement. <br /> This new language, shown in the Addendum to the Operating Agreement (please see pages 8-9 <br /> of the Agreement), changes the manner of County financial support for the Center through <br /> RENA. Rather than coordinating with RENA as an outside agency that requests funds each <br /> year, the Addendum includes new language that recognizes RENA's role as contracting with the <br /> County to operate a County-owned facility and thus more internal to County functions than <br /> external. The language in the Addendum provides that RENA will develop a budget proposal <br /> each winter and submit the budget to the County Manager for consideration and discussion, <br /> much as a County department would. Upon final decision of the funding level (approved by the <br /> Board as part of the annual budget), funds would be disbursed to RENA in three main budget <br /> categories — Personnel, Operating, and Recurring Capital. <br />
