Juvenile Crime Prevention Council <br /> County Plan 2017-2018 <br /> PURPOSE: To approve the Orange County Juvenile Crime Prevention Council (JCPC) <br /> Certification for FY 2017-2018. <br /> BACKGROUND: Orange County receives $277,731 from the NC Department of Public Safety <br /> to provide program services to juvenile offenders through the JCPC. This amount has remained <br /> unchanged for the last five funding cycles. The County is required to provide a 30% match <br /> which totals $83,319. (Note: The funding grid included in the Plan (Attachment 2) reflects the <br /> County match as well as other local dollars awarded to the program agencies.) All funds have <br /> been anticipated and are accounted for in the Manager's 2017-18 Recommended Budget. <br /> Every JCPC in the State of North Carolina must be certified to perform the legislated duties <br /> outlined in the North Carolina General Statutes. The certification verifies that the local JCPC <br /> has completed the following responsibilities in its efforts to function within the guidelines of <br /> legislation: <br /> • Membership: positions are filled and appointed by the Board of County Commissioners <br /> with staggered terms; <br /> • By-laws: the JCPC has current bylaws; <br /> • Policies and Procedures: the JCPC has written policies and procedures for funding of <br /> programs and conflict of interest; <br /> • Leadership: the JCPC has a Chair and Vice-Chair at a minimum; <br /> • Minutes: minutes of meetings are recorded and maintained; <br /> • Meetings: the JCPC meets at least bi-monthly and a majority of members is required to <br /> conduct business; <br /> • Program Monitoring/Evaluation: the JCPC monitors and evaluates all funded programs; <br /> • Media and Requests for Proposal (RFP): the JCPC communicates through the media <br /> and by written RFP the availability of funding to all public and private non-profit agencies <br /> and interested community members that serve at-risk children and their families; <br />
