4 <br /> 1 <br /> 2 WHEREAS, access to quality emergency care dramatically improves the survival and recovery <br /> 3 rate of those who experience sudden illness or injury; and <br /> 4 <br /> 5 WHEREAS, emergency medical services has grown to fill a gap by providing important, out of <br /> 6 hospital care, including preventative medicine, follow-up care, and access to telemedicine; and <br /> 7 <br /> 8 WHEREAS, the emergency medical services system consists of first responders, emergency <br /> 9 medical technicians, paramedics, emergency medical dispatchers, firefighters, police officers, <br /> 10 educators, administrators, pre-hospital nurses, emergency nurses, emergency physicians, <br /> 11 trained members of the public, and other out of hospital medical care providers; and <br /> 12 <br /> 13 WHEREAS, the members of emergency medical services teams, whether career or volunteer, <br /> 14 engage in thousands of hours of specialized training and continuing education to enhance their <br /> 15 lifesaving skills; and <br /> 16 <br /> 17 WHEREAS, it is appropriate to recognize the value and the accomplishments of emergency <br /> 18 medical services providers by designating Emergency Medical Services Week; <br /> 19 <br /> 20 NOW THEREFORE, we, the Orange County Board of County Commissioners do hereby <br /> 21 proclaim the week of May 21 - 27, 2017, as <br /> 22 <br /> 23 EMERGENCY MEDICAL SERVICES WEEK <br /> 24 <br /> 25 And with the theme, EMS Strong: Always in Service, encourage the community to observe <br /> 26 this week with appropriate programs, ceremonies and activities. <br /> 27 <br /> 28 A motion was made by Commissioner Jacobs, seconded by Commissioner Price for the <br /> 29 Board to approve and authorize the Chair to sign the proclamation designating the week of May <br /> 30 21-27, 2017, as Emergency Medical Services Week in Orange County, in recognition of the <br /> 31 many dedicated men and women who daily serve the residents and visitors of Orange County. <br /> 32 <br /> 33 VOTE: UNANIMOUS <br /> 34 <br /> 35 b. Resolution of Approval —Conservation Easement for Lick Creek Property; and <br /> 36 Approval of Budget Amendment#9-A <br /> 37 The Board considered a resolution to approve the joint acquisition of a conservation <br /> 38 easement by Orange County and the Eno River Association and acceptance of a conservation <br /> 39 easement for the Gledhill — Lick Creek conservation property, approve Budget Amendment#9- <br /> 40 A, and authorize the Chair to sign. <br /> 41 <br /> 42 David Stancil, Department of Environment, Agriculture, Parks and Recreation (DEAPR) <br /> 43 Director, reviewed the background information and said that the Gledhills would be unable to <br /> 44 attend tonight. <br /> 45 <br /> 46 BACKGROUND: <br /> 47 The acquisition of conservation easements to protect highly important natural and cultural <br /> 48 resource lands in Orange County is a longstanding goal of the Board of Commissioners, and is <br /> 49 a priority of the Lands Legacy program.
