She said these requests could have a high score of 75, <br /> 20 which equated to a score of 90-100 with existing requests. <br /> 21 Chair Dorosin asked if the highest percentage that a new agency request could receive <br /> 22 is 50%. <br /> 23 Bonnie Hammersley said yes. <br /> 24 Chair Dorosin asked if the highest amount received by existing funded agencies <br /> 25 requests was 50% of their requested increase (from last year). <br /> 26 Bonnie Hammersley said yes. <br /> 27 Chair Dorosin asked if the agencies knew these breakdowns before submitting <br /> 28 requests. <br /> 29 Bonnie Hammersley said no, but previous Board discussions regarding formulaic <br /> 30 breakdowns were considered. She said the advisory boards took time to consider and score <br /> 31 the agencies, and had heard frustration that these efforts were not taken into account in the <br /> 32 decision-making. She said staff decided to make value of the advisory boards' efforts this year. <br /> 33 She said if the Board is comfortable with this practice, then outside agencies would be made <br /> 34 aware of this formula in advance next year. <br /> 35 Bonnie Hammersley said next year she would like to see points given to agencies for <br /> 36 collaboration. <br /> 37 Chair Dorosin asked if the spreadsheet in the book identifies the recommended <br /> 38 amounts. <br /> 39 Bonnie Hammersley said no. She said the goal of the book was to give the Board an <br /> 40 overview. She said this is the first year that staff has put together a book, and there are <br /> 41 corrections that need to be made in the book. <br /> 42 Chair Dorosin said there is an anomaly built into the process, which is an agency that <br /> 43 thought to be more conservative in their request will only get half of that request, while an <br /> 44 agency that requested more will get more; assuming scoring is equal. <br /> 45 Commissioner McKee agreed with Chair Dorosin, and said he appreciated the <br /> 46 opportunity for fine-tuning the process as it goes forward. He said he is glad that collaboration <br /> 47 will be encouraged, and would like to see duplication discouraged. <br /> 48 Bonnie Hammersley said that is the intent of the group meetings this summer about <br /> 49 reviewing and evaluating this process. <br /> 50 <br />
